I guess Rising had NIL offers that he declined, so he could stay with the Utes
This tweet mentions something about how Rising was offered a starting spot on an SEC school, but declined as he didn’t want end up being a 1 year rental somewhere. No need to ruin what he has with the Utes. They say he has it made in Utah. Here is the tweet:

He raises a good point about not wanting to be a rental player for some random team. It wouldn’t make sense to him, and it wouldn’t make sense to fans either.

Yeah it sounds like it’d be pointless to go to a new team, only to then leave them the next year. Best to stay where you’re at. Especially because he knows this system, these guys and this staff. Why leave when you’re all set?

Good for him, bet he would have been paid a ton to leave for an SEC team, but like others have said, why move to another team just for a season? Sounds like a waste to me.

No idea, but I wouldn’t doubt it. No idea why they tried to get him, I don’t think he would have joined another school for one year. I think that’d waste your time having to transfer to another school. No thanks!

I’m sure he had more deals than what was reported. Glad he stuck around one more season. And I agree, it wouldn’t make sense for him to transfer to another school after all this time.
